Why must stay put for 45 mins or wait till surfaces dry then can bake and also must drop few times before stay put?

So that the macarons will rise and have feet if didn't wait for it to dry it won't have feet. Drop few timed is to remove large air bubbles but in this vid he let the paste rest for a min bef pipping so the pipped macarons will not have the pointing top
