You are not supposed to recast q instantly, it does more damage if u cast it after a few autos or e. Funny, because its the exact reason ahris q goes back, at first it was a recast abbility too, but people just spammed it back at playtests

i know this is scripted because at min 17 you just skipped a frame, gained a kill and a death. they would have ended the game with you dead at that point brother.
