In my opinion, Declan Rice joining Arsenal was the best move for his own career. At Manchester City he would be guaranteed trophies and they're literally favorites to win at least 3-4 different competitions every season, but would he start on a regular basis over Rodri, John Stones has excelled in a defensive midfield role, and also Kalvin Phillips his England teammate decided to go there last summer and yea he's won trophies but hasn't even played and Manchester City want to sell him and if he continues to warm the bench, he could also lose his spot for England if he's still not getting game time.
