Regarding the 1st question: wouldn’t we eliminate D if the resources are on critical paths? Meaning we wouldn’t be able to negotiate?
@davidmclachlanproject

Good question. The functional manager role is often mentioned as a manager of a business department - they own their team or business resources, and they are separate from the project team. We may borrow resources from them (such as senior users or experts in their team we need advice from), but we don't own them. If we don't own them but they are essential for the project (on the critical path), then we MUST use our negotiation skills with the functional manager of that business unit to try and get the resources we need.

Hi David at time stamp 5:01 , you are talking about a risk-taking place & subsequent that, risk register is being updated. But why do we update the issue log? An IDENTIFIED risk has occurred, so only risk register should be updated & referred to for an appropriate risk response strategy. If an UNIDENTIFIED risk has occurred, then it's an ISSUE and a " workaround " needs to do. Since it has happened now, it has become IDENTIFIED and henceforth can be noted down in the risk register as a potential risk & tagged with a planned risk response strategy. Your thoughts please

Its like this, we identify all potential risks in the risk register. When the risk manifests it becomes an issue and further noted in the issue log as this has manifested.

Hi. I don't understand the last question. Management Reserves should be added by management not by us. We shouldn't know management Reserves as a Project Manager.

I too had the same question, that the PM only goes up to the Cost Baseline and there on the Management sets aside a Management Reserve based on it and the PM isn't aware of it
