This is not a worldwide view on who was the most evil world leader. China would say hideki tojo ,he was responsible for unit 731, comfort women , nanjing massacre and more. India would say Winston Churchill, he got 4 million Indians killed during the Bengal famine, he also supported eugenics and was obviously a racist. I'm pretty sure the Palestinians would call netanyahu the most evil world leader. This is just the western view of who is the most evil world leader and it is obviously Hitler.

I think the former Indonesian dictator Suharto deserves a place in this ladder. He came to place in a military coup in 1965, following which some 500,000 to 1,000,000 Indonesians were murdered.
