It sounds like the Premiere version is stuck in After Effects. Uninstall the packs and install the After Effects pack in After Effects. To uninstall, click the Duck logo, hover over the pack, and click the x icon.

Please try again to install the pack. The server or may have been down in that moment, or use a VPN as your internet provider may not be allowing access to our sever.
