For 3 march INF player with maxed Flavi, YSS, and Zeno what would be a better choice for garrison; Flavi & YSS, Zeno & Flavi, or Zeno & YSS?

Zeno-Flavius would be best. However, Flavius-Scipio is better than Zeno-Flavius in any garrison that is not being swarmed.
