27:10 if we refresh and enter input, data isn't being populated into the new array. but if we click the register button twice, we are getting previous data. Also before clicking on register 2nd time without refreshing, you change the values and then click on register, it would still show old data. this guy didn't actually refresh the page before clicking refresh. nice magic trick

I have to click two times on registration button. On first click, am empty array created. On second click, it gets data in array

On the first submission, you log submit before the state is updated. At this point, submit is still an empty array. On the second submission, you log submit after the state is updated. Now, submit contains the previous data and the new record from the first submission. If you want to log the updated state immediately after setting it, you can use the functional update form of setSubmit, which takes the previous state as an argument. This ensures that you're working with the latest state:
