I would say this is a judgement call situation. We don't have a clear angle on the far arm, but the official states that green was under both arms, so we're good there. The remaining question in my mind would be the ankle hook. Who put the ankle there? Did green hook the ankle, or did red step over green's ankle as he was attempting to gain control? If the ankle was hooked, was it hooked beyond reaction time? Reaction time is a subjective determination by the official on the mat based on the unique characteristics of each individual match.
