You can apply in 2025. Even before you graduate in June. The academic year starts in September every year

No you can’t. The hostels are only for students admitted to HSE

nope, each uni has it's own dorm complex, so students are getting their rooms directly from the university staff. that means what student from msu or rudn can't really live in the hse's dorms and backwards. although the price of accommodations doesn't really change from uni to uni, usually it's less than 40 bucks, which is still nothing comparing to 500 bucks apartment at the outskirts of Moscow, literally 1 hour away from uni.
