Very general answer would be UH. UH usually performs better in pure single-target fights (raid bosses) and has insane AOE dmg for M+. Frost on the other hand has insane cleave and can exceed in boss fights like primal council or tindral, but in m+ you're highly dependant on the pulls (breath) and mobs standing in your death and decay (obliterate). Yet from time to time playing frost spices things up. Hope that helps :)
