It is balanced. AoE will always win single targets if they are stacked. Just basic logic. 1v1 and it flops against Pekka. Even 2v1 will have the same outcome

P.E.K.K.A. isn't unbalanced, it's weak. 3-elixir card (skeleton army) and many 4-elixir cards can counter her.
