The High Evolutionary being behind the creation of Rocket Raccoon would mean a major retcon to his Origin because of Half-world, So I doubt it would be direct, but I could see him in some version of the Marvel Omniverse that led him being was of the key figures behind Half-world's biological oriented experiments.
