I have one theory. In Antony Das' drug empire, there must be some undercover cops but before they did something significant Antony recognise them and killed them, after that he made his fortress almost impenetrable by police and system. At one day, vikram saw Leo's picture somewhere which was secret at that time and he must have one agent in his squad named parthiban who is best and lookalike of leo . That was it. There one way to penetrate Das' empire to finish it completely. He somehow replace parthiban with leo and parthiban did his job. (ofcourse not like backstory). Maybe to do that parthiban spent maybe many many years. He was exhausted and want normal life. Vikram accepted his request and set a normal life for him. But past came back to haunt him and he finished off whatever left of datura company. Vikram has always his eyes on parthiban. And now he knows that parthiban is into game again intentionally or unintentionally and he wants him to work with him again.

There's a cleverly done Rolex connection in this movie. Leo's old accomplice Gaby, comes to visit him from Mumbai. Then we are shown that Gaby is killed and hanged in front of the cafe by Antony Das. But I am pretty sure that it's Leo who killed Gaby. Now why would Leo kill his old accomplice? As it's shown, Gaby came from Mumbai, where Rolex rules. He may have joined Rolex's cartel after Das&Co was burnt down in 1999. What if Gaby was sent by Rolex to confirm whether the Himachal Pradesh guy is really Leo or not. After all, Leo and Rolex surely were rivals in the 90's. So it would be most concerning for Rolex that his greatest foe is back from the dead. Parthi/Leo sensed this and eliminated Gaby.

Bro I think Rolex and Leo used to be good friends but in one word of Anthony and Harold , Leo killed Rolex because Rolex was growing more quickly than das& co but Rolex didn't get killed and survived somehow and seek revenge on Leo but later he came to realize Leo is dead ....so in Rolex standalone movie Leo might be villain along with Rolex past life.....and in lcu endgame Rolex and Leo will have big clash and at last with the help of Vikram and others , Leo finally kills Rolex...My theory *
