August 12, 2017 Video of Mercury 7.5 horsepower outboard running on a 12 foot shallow v-hull aluminum boat with one person and equipment.
This motor was in basement storage for over 25 years. I acquired it in "out of storage storage" condition. It seems this vintage of smaller Mercury outboards is prone to certain wire decay. Two wires on the ignition switchbox, and the kill switch wires had to be replaced because the insulation was completely deteriorated and the wire itself was partially deteriorated. Same condition to a less severe extent on my 1981 9.8 HP that has only been used three times (yes, three times in 37 years), but no wire decay on my 1983 25 HP.
The motor was completely free and not tight, as there was a lot of oil or winterizer in the motor (the exhaust spewed watery grease for the first 15 minutes running). The water impeller had to be replaced (obviously). The carburetor was okay except for the inlet needle which would intermittently get stuck in the up position (that took a while to figure out). Maybe the inlet needle is what prompted a previous owner to store it away.
