1982 Xj550 maxim timing issue

So the issue ended up being that the chain was NOT on the cam shaft sprocket!!! Yet somehow as you can see I could rotate and it appeared to not slip. Used my iPhone and a light to see down into the engine and saw the glaring issue. After fixing that and following the process above it is now perfectly timed.

I'm a little bit confused, is the two cam shaft dots supposed to match the arrow When the T is on the mark Down there or when the C is on the mark

I believe it should be when the t is on the mark

The T is the timing mark that corresponds with the dots on the two cams. The mark labeled C is for setting the chain tension.
