Before trying to start it, I would take that valve cover off to make sure there isn't any mud dauber nest in there. With that oil cap missing for 20 years I would definitely check that and to make sure that there isn't any trash in there. Same with the carburetor knowing that it's exposed with no air cleaner on it. If there is gas in that tank it won't be any good.

Seems like buying a project car is the cool thing to do now, I've got an old conversion van I'm fixing up, 55K original miles, 300ci 6 cylinder, 3 speed manual, no rust rot, needs all new brake lines and a fuel system rebuild and it'll be back on the road, it ran like a Swiss watch before the ethanol destroyed the fuel system, previous owner put E-85 in it and that was what killed it

You may replace the engine with a Toyota 2JZ, Nissan RB26 or Mazda Rotary engine.
