Sunflower is a non comedogenic oil for face. There is nothing called non comedogenic emulsifier

Typically, kokum butter can be used at levels ranging from 5% to 100% in lip balms. The exact percentage you'll use depends on the desired texture and other ingredients in your formulation. For a softer lip balm (especially if you're using it in a small tin or pot), you might use 20-60% kokum butter. For a firmer stick-type lip balm, you might use 60-100% kokum butter. But you'll often mix it with other waxes or hard oils to achieve the desired firmness. For Cracked Heels: In formulations for cracked heels, the butter can be used at levels ranging from 5% to 100%. The higher the percentage, the richer and thicker the product will be. A thick, occlusive product is often desired for severely dry and cracked heels to lock in moisture and aid in the skin's natural healing process. For a heel balm or salve, you might consider using 30-80% kokum butter, depending on the desired consistency and other ingredients present.

Yes you can. It is an excellent all natural moisturizer. Go for unrefined crude grade

It is hard to know if a soap is non comedogenic until you go through the ingredient and the usage rate for each.

Soap can't be comedogenic because they are washed off the body. Use any oil you are comfortable with. Olive Oil, Coconut Oil, Palm Oil are the most popular oils used in soapmaking.
