2 US Navy sailors arrested on charges tied to national security and China

A U.S. Navy sailor assigned to a ship in San Diego is in federal custody Thursday.
Jinchao Wei, aka Patrick Wei, was arrested Wednesday on espionage charges when he arrived for work at Naval Base San Diego.
He was indicted for conspiracy to send national defense information to an intelligence officer working for the People’s Republic of China.
The indictment, which was unsealed Thursday morning, alleges that Wei, was an active-duty sailor on the amphibious assault ship the U.S.S. Essex stationed at Naval Base San Diego. In his role as a machinist’s mate, Wei held a U.S. security clearance and had access to sensitive national defense information about the ship’s weapons, propulsion and desalination systems.
According to the indictment, in February 2022, Wei began communicating with an intelligence officer from the PRC who requested that Wei provide information about the U.S.S. Essex and other Navy ships. Specifically, the Chinese intelligence officer tasked Wei with passing him photos, videos and documents concerning U.S. Navy ships and their systems. The two agreed to hide their communications by deleting records of their conversations and using encrypted methods of communication.
“We have entrusted members of our military with tremendous responsibility and great faith,” said U.S. Attorney Randy Grossman for the Southern District of California. “Our nation’s safety and security are in their hands. When a soldier or sailor chooses cash over country, and hands over national defense information in an ultimate act of betrayal, the United States will aggressively investigate and prosecute.”

He was a machinist mate. He's not going to have a high clearance. I was a cryptologist and it took me 2 years to get my clearance. But a machinist mate isnt going to have a high clearance nor would he have access to critical information. Even though you have a clearance, what material you can see in on a "need to know" basis. Still, why they allowed this thing into our military makes zero sense.

Happens alot. Im Canadian, and a friend of mine is from Xinjiang. If he speaks publicly against the regime in canada, the secret police will find him, and blackmail his family. I was a green card holder when i joined the US Air Force so i couldn't get a security clearance until i got my citizenship which was three and half years later into my enlistment. I reenlisted after my 4 years and cross trained into another job which required a top secret SCI with 4 caveats. I retired after 21 years. I have seen a lot and would probably have made a lot of money selling what I know but it never ever crossed my mind. Not because i was afraid of going to jail but because I have too much pride of what i have accomplished as an immigrant and i could never betray the country that gave me everything.

Thanks for your service, very well done! Me too, I was in for a while, and remember the requirement of US citizenship to get a security clearance...but I guess anyone can get one now? Actually, I think there are hundreds more committing espionage in the military, but unfortunately all our intelligence services have broken down leaving us vulnerable.

at 01:00...if you listen to the FBI agent carefully, he did not say that the documents were TOP SECRET or HIGHLY CLASSIFIED. They were documents, photos, videos, and manuals that were readily available to US servicemen regardless of the soldier's citizenship. These items were available to Wei when he was a non-citizen soldier in the US military.

He was a citizen by the time he started. Only way he could get a clearance and a SIPR account. At his rank he could pass on info on what ships or boats had casualties, and their location at the time of the report, and expected schedules for sure if he had access to that particular program.

I mean I still dislike sellouts, especially my own race, but I understand why the government monitors all of our finances. Now the rest of us Chinese serving in the military needs to work twice as hard to regain the trust of the people. If it were up to me, I would've sentenced these two to Alaska with no clothes and food so they can fight with the polar bears.

for those asking why they had a security clearance, I'd say 80-90% of jobs in the army, navy, marines, and air force require some level of security clearance. not all clearances are the same and it mostly has to do with what they work with. Just b/c someone has a security clearance doesn't mean they can just log onto a gov computer and start stealing information. most likely these kids needed it to just get on the ship, and where taking pictures of specific things and using that.

Being in the military and even working as an auxiliary civilian requires at the least a secret level clearance (just below top secret, the highest clearance level). These sailors absolutely got a top secret clearance to be a machinists mate on an aircraft carrier and abused that rating and clearance level to sell the top secret info.

They say they were recently recruited, but it is much more likely they are PRC plants who have had a handler since before they were inducted. Telling another sailor that he thought he was being recruited wasn't a cry for help (you would talk to a naval intelligence officer about that and follow their instructions), it was an attempt at recruiting that other sailor.

China will threaten, extort, imprison, and worse the families of Chinese abroad- currently for speaking against China, currently in this manner probably coerces spying and other nefarious activities, and, during a war, will certainly use these tactics to draft Chinese living abroad. In a war this could be as simple as standing on a beach watching a straight of water or attacking a power grid. I’ve lived all over china for more than 10 years. my question is, why are we (the US government) granting top-secret security clearance to Chinese nationals, or people who were Chinese nationals just months earlier. Completely ridiculous. As they say, Ray Charles could have seen this coming.

Its a long tradition. My grandfather proudly served in the Pacific against the Japanese to earn citizenship for our family.

Death penalty by firing squad as well. Need to dispatch of these vermin as quickly and efficiently as possible. This guy trashes a country that welcomes him for a whopping $15k and then has the audacity to plead innocent in federal court (where the conviction rate is something like 99%) and further waste tax dollars
