Those 'life-lines' you kept referring to are actually 'railings'. A life-line is the rope you throw to someone in the water, often attached to a ring. "Throw them a life-line" is a saying - obviously, it wouldn't be a helpful or friendly gesture if it meant throwing stainless steel bars at them.
