Civilized Countries: 2004 - Athens, Greece (not in turmoil yet) 2006 - Turin, Italy 2010 - Vancouver, Canada 2012 - London, England, United Kingdom 2018 - PyeongChang, South Korea (As long as nothing happens with North Korea until then) 2020 - Tokyo, Japan Uncivilized Countries: 2008 - Beijing, China (That one I'll give you.) 2014 - Sochi, Russia 2016 - Rio de Jeniro, Brazil So I don't get where you see that the last civilized country that held the Olympics was the USA in 2002. Especially when Canada, the UK, Japan, and South Korea are on the list.
