Fifa need to consider when player receive a yellow card for wasting time, referee will give the ball away to the opposite side. That will solve the wasting time problem.

Or the player to be carded during substitution. If he has a yellow card and he gets subbed, he should get a 2nd yellow for wasting time and he will leave his team in 10 due to the substitution not happening

Context... They had a cup final coming up after 2 games. This was a league match and they had already won the league. They got themselves booked deliberately to miss the next match and be back on the final. Everyone that was on 2 yellows got themselves booked. I think it was like 5 players. They went on to win the cup final.
