Also note: the black levels aren't amazing on these displays compared to modern displays

If you can get a good deal, i would recommend it because it outperforms most displays you can buy new for the same price

Can you try the thunderbolt display with window laptops like asus or dell?

Yes but the computer must have a supported thunderbolt 2 or 3 port, a normal type c port wont work.
