He is competing in the elimination round against an opponent. The judges chose the kata empi from the 4 possible sentei katas for that round. The sides are distinguished by the belts of the competitors. One side is white (the white side just wears the belt of their rank most of the time rather than white) and the other side is red (red side can wear a red belt by itself or wear a red belt or sash on top of their belt of rank like this guy). The kata judges have either a red or white flag to raise for the percieved perceived winner. The other people with just a black belt on are doing empi in a finals round solo, they dont need to distinguish sides as the winners are decided by points awarded to the individual katas (any kata goes in finals)
