She is 10 now,still a juvenile/ intermediate. Why are juveniles not accelerates and allowed to compete with intermediates in national competitions?? Who is the youngest girl in the juvenile national developmental team??

This is a US national competition so she would have to be an American citizen though right? A Russian competing for USA like Ilia (idk his last name male skater who won gold at jr worlds and did a quad axel on his Instagram). Or am I wrong?
