Apparently you played on an old version of the map. unfortunately there was such a bug when boxes with money did not belong to the player. in new versions it has been corrected.

Water money drops are easy to pick up with Helix or Chinook, just make them try to land on top of the water via evacuate all button. They will get lower to the ground and pick it up. I always do it like that, I thought it was a feature of the map. Even stole other people crates a few times this way.
