Why not try employing the services of a private investigator? It may be expensive but it would be worth your peace of mind and closure, whatever the outcome. Also, as an outsider, they might be better placed to gather information from family members and friends which you might not be privy to. He may be able to find out their (your mum and her husband) last known address and start from there. I'm sure their neighbours would be able to provide historical and contextual information. Finally, as a last resort you might consider requesting the assistance of shows such as Tilder, Slymedia, etc. It may be difficult but you'd have to keep the goal in mind - finding your sister. We found our lost brother who we last saw on the my Maiguru’s death and the dad took him. He never wanted him to have anything to do with our family.
