He didnt hang the bishop he could have countered by using the jump spell over the pawn and taking the ROOOK sorry rook.

er you sure? Edit: oh do you mean black could've mated levy cos Kf2 opens up spell Rxf2 but black has no spells left, so there is no danger, black's basically just playing regular chess at that point.
