Tupac was on some weird shit during his Death Row time, dissing a lot of people that would go on to be successful after his death... Nas, Puffy, Jay-Z, Dr. Dre, Snoop... Not his best idea in hindsight. On the flipside of the coin he made the mistake to diss rappers that wouldn't go anywhere, most notably Lil Cease and Chino XL in "Hit em up". Those two are most known for being mentioned in that song lol. Obviously his own career was about to take over in 1997 and the following years, so there was really no need to mention all those other guys. Maybe Tupac wasn't aware how big he really was.
