That's a tough one. The basic answer is that javelin is velocity based so too much bulk will take away from the throw. So though strength is important, you don't want excess amounts of it. Strength needs would also vary from athlete to athlete. Some athletes need more strength whereas others are more than strong enough. This must be assessed on an individual basis.

There's a range for aiming but in general, not too high that the javelin stalls and not too low that distance is lost.
