Number 3 if you dont understand it's basically making a capacitor battery, the capacitor holds a minor charge and it powers the small motor the lighter shell and the valves were all for looks really all he needed was the motor assembly and capacitor, cool little diy tho

the fan is blowing to the worng side.. it has to give air to the laptop not suck it away, cause then its overheating because cpu's cooler not getting enoug airflow
