A very fascinating character in the Clarence anime. Some see him as incredibly overpowered, which is fair, since his bloodline alone grants him enough power to make the Dragon Ball multiverse quake in fear, but I think his real growth throughout the series comes with his inability to control his power. While the others' power acts like a well they can draw from, Percy's power acts more like an ocean held back by a dam. Once Percy releases any amount of his power, it becomes very difficult for him to stop. That's why Percy always acted like a powerless goofball up until the end of season 1 when he had to fight Balance after he escaped, and why he was never able to assist Clarence and the gang. If he tried, he might wipe out the universe! It's almost tragic having to see him hold all of this energy back.This actually draws a parallel with Clarence himself, since control is something he struggles with. He acts on impulse and emotion throughout the first half of the series. We see both of these struggles come together in Season 2 episode 15, also known as "The Tails of Mardrynia", in which Clarence and Percy discover a group of magical creatures. They were very weak, leading to the two essentially having full control over them. While Percy, who already is familiar with holding great power, is able to avoid being corrupted and even presents them a feast, Clarence becomes corrupted from the absolute power. Percy, knowing he still doesn't have enough control to defeat Clarence without wiping out his new friends in the process, decides to train up the magical creatures of Mardrynia, but he underestimated Clarence. Clarence banishes the Mardrynians from the land, leading to Percy feeling like a failure, although the two do become friends again and Percy is able to reunite with his friends. While some say this episode ruined Clarences character, I think it was important to show this flaw in Clarence and give Percy the incentive to work harder on his training. Overall, I think Percy is definitely my favorite character in the series and I think he's way too underrated just because of his power.
