Here are other abilities that could also be powerful:Poe's "Black Cat in the Rue Morgue" (drags anyone into 1 of his novels), Koyo's "Golden Demon" (controls a deamon similar to Kyoka), Margaret's "Gone With The Wind" (wither things by using wind), John's "The Grapes of Wrath" (can grow a powerful grapevines from his body), Andre's "Strait is the Gate" (similar to Oda), & Soseki's "I Am A Cat"

It's such a pity that Atsushi can't control his ability. He is only able to do it because he joined the agency, otherwise he would just transform in the moonlight without knowing it as it is shown in the first episode. It that wasn't the case it'd definietly be one of the strongest abilities.

An interesting but very frustrating ability to examine is the Scarlet letter. Which, in almost no way depicted the actual representation of the book, the scarlet letter by Nathaniel Hawthorne. I'd put atsushi higher due to the extra benefits such as insane healing abilities that even allow him to regenerate limbs in seconds, enhanced senses etc minus the transformation his ability gives.

Upon the tained sorrow and Rashomon are the best and most versatile ablities in the whole series.

in my opinion beast beneath the moonlight roshomon is the best ( it doesnt really count as its two abilities combined ) i also think junichiro's light snow is quite powerful also dazai's no longer human doesnt deserve that much of a high rank cause he will need to actually come in contact beast beneath the moonlight deserves a higher rank cause he can break through space and roshomon + the healing ability is insane he can restore in the blink of an eye + the increased sense of smell and eyesight and it gives him extreme speed and strength and stamina sigma's ability is also strong as he can send ppl into como's and know their secrets nikolai;s overcoat is also strong cause yk just stealing a leg is not very easy and he can make things including himself teleport lucy ( the fourth dimension is practically her own mansion) and teruko's ability are quite terrifying even tacchihara cause almost defeating that over powered grandpa is not easy ( i totally did not list a hell lot of abilities )
