No solution, no help, why go to the trouble of making a well put together video without a conclusion. To the people reading this I conclude that with my icon icm23 I have a fault in the charging circuitry as I do not have a voltage on the battery whilst the display is saying on charge, I think the Er is displayed when the battery level collapses to just a few millivolts. I was monitoring my battery on charge but it was dropping 1 mV every second, when it got down below 2.5 v it suddenly collapsed to just a few mV. I'm going to try charging my batteries out of the icom using a lion charger for a different 3.7 v battery. Hope this helps.

Further to my previous comment, I have managed to charge my existing icom battery out of the icom with a different charger, when put back into the icom it powered up as it should and displayed fully charged battery, and lasted the day, but this was not near any boating radio traffic, the battery was then recharged outside of the unit and put back in for storage, 2 weeks later the battery is flat. So my conclusion, failed charging circuit, possible failing lion battery, or fault on icom whereby it is using current even when handset is off. I am visiting the coast this weekend so will test with a new battery. 👍

no thank you, I encountered such an error...it was replacing the microphone after the rain was damaged...replace it and everything will be fine🎉🎉🎉

In my case it was using a charger that did not have enough amperage available. Try another usb charger.
