Number two: I bet my life on it; you were most likely drugged with some sort of benzodiazepine (tranquilizer) hence why he asked if the food was delicious, and hence why he stayed there probably seeing if it was taking effect or not. Benzos are common date rape/incapacitation drugs and missing time (sometimes days depending on the drug) with certain benzos you feel lucid and sober, though you're actually very fucked up. Its not uncommon for hours, days passing with feeling like its been minutes. Especially to the inexperienced victim/user. Just a thought from an ex user.

In the second story my theory as to what happened to the person is that the waiter put something into the food, some sort of drug, and that's why he was staring. He was interested in seeing how the person ate the food with the drugs in it. It was a bad drug trip. The waiter put drugs into the food and watched with anticipation the customer eat the food.
