Thank you. I found a pleater at a thrift store a few years ago for $5, but have been too intimidated to try it. I'm a pretty good home sewist, so I'm gonna put on my big-girl-panties and tackle this new skill. I love bishop dresses and Christmas ornaments

Are we suppose to pleat the fabric right side up or wrong side up through the pleater?

I don’t sell pleaters so you just have to google and see what the cost is to ship to your country. Read pleaters are made in South Africa and Princess pleaters are made in the UK. In the US you can purchase many pleaters used.
