It is common for universities, scholarships, or fellowships to ask for a personal statement; a document detailing your achievements, talents, and goals aimed at answering the question, why you? And why them?
Note that a personal statement is not the same as a statement of purpose. The latter tends to focus more on your academic qualifications and why you want to study a particular course at a particular university.
