to use longer thinner wire you boost the output to 220v which reduces the current so the wire does not heat up, send it down the line and reduce it back to 12v or use 220 v bulbs

It's only 20 V. So it's not enough to shock him. But I'm pretty sure he used another supply as that light bulb will never work in 20V AC.
