Sorry to jump into your conversation, but I am Vietnamese and it it safe in the central/tourist areas at night. But please note, nobody will kidnap or harm you, but there are phone and bag snatchers if you walk around on the sidewalk with your phone on hand. So rules are have everything attached to you, use crossbody bag and phone landyard if you have to take out the phone in the middle of streets. Chances are thin but better protect your valuables. We never use phone when walking.
