Well, it can.. But remember there is a delay of upto 20 seconds for a command to execute.

Do you have to be connected to the same wifi? Or can i control it from work if my pi is at home?

You can control it from anywhere.. No need of same network. Your pi and phone can connect to internet through different networks.
