Cheap and fast doesn't really exist unless you know how to mod a vehicle yourself. The only way you're going to get something with a little bit of horsepower is the midsize sedan segment. A used camry xse/trd or nissan altima vc turbo, hyundai sonata n line, is your best bet to get something stock with around 300hp. The next level from that would be kia stinger gt or genesis g70 which push around 380hp. Any of these cars can be bought for a pretty fair price used if you look hard enough. I've owned a camry trd and stinger gt2. Both are absolute phenomenal vehicles...
