The truth is most casinos have undergone huge changes on the casino floors since then and have server based gaming as a result. They do not need to open the slot machines to change their payback percentage.

Every machine is a losing machine, some machines pay back 89% some pay 96% but all machines pay out less than 100% of the total money put in. The question was essentially "How does that happen, does the payback happen in one session automatically?" And the answer is no. The payback percentage is a theoretical number that is based on probability.
