Good Point! Based on the evidence I truly think they started to see what the Emperors actual plan was and that maybe his ideas weren’t so “good for everyone” yet they didn’t need chaos to influence it. They were keen enough to see it and the big man wasn’t having that.

Originally the missing primarchs were so that players could invent their own legions. Not sure if it said so in Rogue Trader but it was written in one of the 2nd edition rulebooks (I have them somewhere still). With the exception of a few passages here and there almost none of the primarchs hads much lore back then. They really should have added something more concrete about the missing 2 when they started fleshing out the others.
