100% they are, they added a good RB in Mixon, they brought in Danielle Hunter an elite edge rusher to play on the other side of Will Anderson who'll most likely be a 10+ sack guy year 2, they bring in Diggs for almost nothing, and now have arguably the deepest WR room with a poised young QB who takes care of the ball in CJ Stroud. And they have a really really good coach in year 2 now so the guys will be more comfortable with the system. To me the are fringe contenders.
