A few moments with Teddy Brown
The portly percussionist bashes out some "Canadian Capers" followed by a bit of Hungarian Rhapsodizing....
Introduced by comic Ronald Frankau (Mr. Murgatroyd to Tommy Handley's Mr. Winterbottom), & voice-over for the second sequence sounds (to my ear, anyway) like Garry Marsh, an English character actor who often played "baddies". (Anyone know if that was him?)
Remastered audio from the cut up Pathe' "Pathetone Parade" shorts of the 1930s.

That's the 1930s for you, I guess. Something similar was near the start of one of the "The Thin Man" movies; when a train worker saw Nick and Nora hugging, Nora said "don't worry, we're married." I think it was in the 2nd one, "After The Thin Man."
