In the Military I worked with and on a AN UCC-4 Multiplex system. It used 96Kz as the Pilot Frequency. The Pilot was used by any and all multiplexes in tandem to derive the translation of all carrier channels. That board looks like a modern version of the ones we used. The Module may have originated as surplus or spare parts for the same. *** We used a Cesium Clock at the originating facility. If You have no output it would be because your not feeding it the 10Mhz from a atomic clock. en.wikipedia.org/wiki/AN/UCC-4

It’s difficult to tell without higher magnification, but it would appear that there’s allot of solder paste that doesn’t appear to be fully reflowed and certainly not cleaned away. I suspect that there are some dodgy solder joints amongst those, and that may explain how it may have worked during QA, but not when it arrived to you. I guess that you will let us know part 2 what you finally found.

You mention you want a frequency divider... Wouldn't something like two deca counter logic circuits in series do the job? They each divide by 10, so 10Mhz to 100khz.

Not certain if there are camera artifacts but that soldering appears to be shocking, it looks like mostly dry joints to me.

That soldering is atrocious. There are stray blobs of solder all over. A good clean up and a reflow would be my first move.

If you cannot troubleshoot your design on a breadboard, with the the exception of groundplane issues, you are a worthless engineer.
