That's hilarious! There are cameras almost everywhere in Russia! They are on roadways, in vehicles, at intersections, but, so many times, the infractors demand that they have a right to NOT be recorded!

Because the Law says first "Fixing people on video without their permission is prohibited", and then there are exceptions "Except for public places, free to visit, etc.". Simply put, it is written first that it is impossible, and then that it is absolutely possible everywhere, except for military facilities and regime facilities.
