It's already the case. Government officials have used their relatives to acquire the apartments. All fake that issue of affordable housing once cartels get in on it. I have a friend on the ground who inquired about it and eventually disuaded me due to the government cartels. These are just future ghettos like in Europe and the US.

This whole program was a scam, to scheme money off the govt. they don’t care about the poor, the idea was to make money of the inflate construction prices.

I know we are always complaining about our government... But let us give credit where it's due. This is a good initiative... Especially for people who can't afford those 20 million shillings homes.... The money might be mismanaged, but Kenyans will benefit from purchasing affordable housing.

They are selling these units... Then landlord hikes the rents then we're back where we started ... Why not just rent them out and get them managed by national housing cooperation.

Think as always when they sell this things is the need to refinance the next project but i do agree with you the county can form a company that has the mandate to lease and maintain them. The said company would service the loan from the affordable rents monthly

Because the project isn't financed by GOK, instead it's loans from China with very convoluted commercial interests (read here, the very politicians who are pushing the program and touting the model). The goal isn't to provide "affordable housing" since the notion of affordability is a relative one. It should have been low-cost. And that could have been achieved more efficiently through fiscal measures and incentives to developers and individuals. But that wouldn't have worked because it doesn't put money in the right pockets.

The project is funded by the private sector. The govt is only providing land to drive costs down in addition to providing the policy framework. And mortgage to those who need it. The quickest way to run down a housing complex is to give maintenance work to the govt. Let those houses be managed by the owners under Sectional Property Act. It works very well. Secondly, the govt is encouraging those who are currently paying rent elsewhere to become owners of their own houses under this program. Pay 12.5% and move in. Then pay the balance through instalments similar to the rent you were paying and start on your journey to fully own the house. There is also significant capital gain in these projects. The houses were going for 1m a short while ago. Now they are going for 1.5m. 500k capital gain even before moving in. And what did they invest? Just 12.5 % deposit ie 125k. Invest 125k and increase your wealth by 500k!!! All this while others are spending all their time complaining!!

I believe it's because of the bad, bad history of corruption in Kenya. It's difficult to trust so called goverment aided housing or whatever they are calling it. But I hope this is genuine.

I hope allocation will be like that, which was done during allocation of buruburu estate and umoja estate. There was no bias as massive corruption had not reached the current level. May God lead those who will be given the task of allocation, to be fair and considerate.

No, they are not. In the states, the projects were funded and owned by the public sector. The ones under discussion here are not only funded and constructed by the private sector, but they will also be privately owned and maintained by their owners. Let's not limit our thinking to a US framework. Let's always strive to think freely and independently so as to come up with solutions that are responsive to our needs. The govt's role here was only to provide the land and policy and regulatory framework.

That's what happens to laggards. They are charged a higher price for being slow. On a more serious note, that's what happens in housing development. The early bird pays slightly less because they take a higher risk.

Two concerns pls tell the spokesman,Mr John. The way the map is is different from the actual house. Two the houses have no balcony. Incase of an emergency it will be a disaster. Pls aske him to consider a balcony, front, living area and a kitchen.

You are wrong. The concept here is very different. Projects za states are/were government owned. Those occupying them were tenants. These ones will be owned privately. Upon completion of construction both the Government and the developer will get out and hand over the management to the owners. You appear to be unaware but apartments that have been developed and sold singly, not only in Nairobi but in virtually all urban centres have been sold in accordance with the framework I am talking about and they are clean and well managed. Stop getting obsessed with US housing projects. Think out of the box, because these Kenyan projects are not structured around US housing projects concept.

That's a very important point you are making. Lack of water has degraded the value of houses in very many cities/towns in Kenya. It becomes more critical with development of desnsely populated high rise buildings. Let there be water!

we really need to phase out those windows. and screens need to be an essential part as well, with all the mosquitoes flying around carrying malaria. I'd rather prefer a screen outside and sliding windows inside. It may cost a bit more, but it's worth the money.

That will be the responsibility of the private owners of the flats. There will be no other "they" from without. They will pool together the service charge and pay for maintenance from that fund.

They are mortgages where you can pay for your unit for up to 30 yrs, that adds up to about ksh 4,167 per month.

@david njenga this is Nairobi, the people who make arnd 20,000 are almost exclusively casual laborers in other words their jobs could end any time. Banks won’t lend such. I’m a businessman and was looking for a mortgage but couldn’t get one as I lacked collateral. Doesn’t matter even if your making 1m a month; as long as you are not permanently employed or have collateral wewe kwisha. Unless of course it’s the govt offering this mortgage?

@@jayaseto its the government offering the mortgage. Most of this houses are built by private developers who are given land by the government and the houses should be up to set standards.then the government buys the completed buildings and lends them to citizens.

You have qualified your own statement - a slight mismanagement! There is no big difference between these developments and recent and not-so-recent gated apartment developments. Why should the outcomes be any different here? Once the construction is completed, the developer will get out, the govt will get out and the owners will take over under Sectional Properties Act. Why should very unique management challenges that have not been observed elsewhere arise here?

Clustered settlement have 100% of the time turned into gangsters den, the projects in the USA, Ponte tower in South Africa, Projects in Brazil and Columbia. While individual ownership guarantees singular ownership, Projects where humans are clustered tend to draw narcissistic individuals who will soon claim power in the given area.

@@buzzkillington1567 Kenya is solving a problem quite different from the issues you are raising. We are talking of a city like Nairobi where nearly a half of the population are living in slums. Conditions for gangsterism are stronger in the slums. Paying of rent is one of the expenses that keep the poor very poor. Ownership of a house/flat puts an appreciating asset into the hands of individuals that could help in improving the economic conditions of the poor. Clustered but planned settlements in the form of gated apartments are very common in Kenya. They are constructed, owned and managed under Sectional Properties Act. And there is no evidence to support your view that such settlements are by themselves a cause for crime. Poverty associated with some of them that have not been planned well could be a factor but not the houses themselves. These units under Sectional Property Act will be managed by their owners within a clear legal framework. I would be more concerned if they were to be owned by the govt then rented out. That's not the case here. The owners will themselves see to it that they are managed properly, because they own them. The flats will not only give them a roof over their heads, but will also provide family wealth creation through capital gain. There is just no space in Nairobi to come up with stand-alone individual units for the excluded over 50% of Nairobi's population. Sectional Property Ownership Act is the way to go.

The owners will maintain them under the Sectional Properties Act. It works pretty well and it is not a particularly new concept. Service charge comes to mind.The management companies will have the leeway of even auctioning the flats belonging to "kichwa ngumu" flat owners who dont want to pay service charge. The law allows it and I am sure the title documents will capture the same.

What measures have they put in place to ensure these houses end up in the hands of those who deserve it? Lest we discover the applicants are top dons camouflaged as the lower and middle class in typical Kenyan style 😪😪. That would be sad and unfortunate..

They require you to produce evidence of poverty. And it is one man/woman one house. Lastly if you use the identity and details of a friend to buy, then the house will not be transferred to you for a period of at least 5 years. You might lose the house to the person you sponsored altogether. The policy framework is perfect. But regardless of any other factor, increased supply of houses in the low to lower middle class will lower rents.

This is a very good idea..tho I think the govt should not sell them privately 1 coz the rich individuals will buy most of the units or rather someone can buy rent it out and still go to live in the slums 2 they need to be maintained and doing it privately will not work...this is a long term good revenue for the government rent them cheaply for those who deserve them have same price of rent and use the money for renovations,garbage collection, drainage and etc

Maintenance will be done by the owners through service charge. The govt will not own the flats, therefore it can't and won't manage them. The Govts core function is to create policies and regulatory framework to ensure availablity of adequate housing. The govt has not funded the construction of these houses and therefore it has no business salivating for rental income from the houses!

It’s very hard to get a decent 1bedroom for 1M... Over 80% of Kenyans are looking for affordable housing n this is just it. I feel like they have really tried. The only issue will be maintainance since it’s low cost a lot of things will be over looked.

What's all this obsession of comparing low and middle class high rise residential houses in Nairobi with some ghettos in US? What is the situation in US like? Flats owned under sectional properties act have generally turned out to be well maintained and managed.

@@georgeodhiambo598 in the US they first made public housing as a way for middle class white people to have affordable housing and kept it well maintained. Then sometime later once the racial demographics changed, the government put less resources into maintaining the buildings, and unfortunately because of the concentrated poverty and crime it wasn't the best place to be. So public housing in the US got worse after government disinvestment, basically the govt didn't try to keep it good. It could have been done better if it was done as mixed income developments, and resources were devoted to maintaining the buildings. I think it's good to mix some market rate units in social housing complexes to increase integration but overall social housing is a good idea

The flats will be purchased under the Sectional Properties Act. The owners will maintain them from the service charge. The developer will set up the Management Company and hand it over to the owners. The success or failure of maintenance will depend on how the owners shape the management companies. Generally some management companies fail because of the apathy of the owners to hold them to account.

It should be noted that slightly over 700 houses have been set aside for civil servants, so the remaining 500 plus are what Kenyans not in the civil service are jostling for which I think is highly unfair. Plus these prices listed here are exclusive of parking. Apparently you'll be required to add an extra 300k for one parking slot. I feel like the communication team involved in this project are slacking in their jobs. A lot of details involving AHP are shrouded in mystery.

Maintaining this houses are the problem . The government has failed to maintain civil servant housing in many area of Nairobi which have turned into ghetto with hawkers and filth everywhere . Look at California estate . So what guarantee do we have that this will be maintained in 30 years we will be looking at another filthy housing project full of crime and dirty .

You don't get it. The govt will not own the houses, and therefore it will not maintain them. The developer will register a management company in which the flat owners will be shareholders. It is that company that will collect service charge and carry out maintenance. It is covered under the Sectional Properties Act. Most of the apartments sold over the past 2 decades or so have been sold under that Act. That is why those apartments are clean, while the ones owned by the govt are dirty. They are managed by the owners, and not the govt. Ngara Civil Servants flats are today as clean as they were when they were put up in 2006 or thereabouts because they were developed under the Sectional Properties Act and they are managed by the owners rather than the Govt.

Have you dug into the status of those who occupy the flats you have mentioned? Are the flats you are referring to in Europe/USA sectionally OWNED by people who bought them from the govt or are they owned by the govt which then rents them out to tenants? One doesn't need to quote the European/US situation as a comparison for assessing suitability of either type over the other. Kenya has both types and challenges you have mentioned are found in flats built by the govt and then rented out to tenants. The govt remains the owner/landlord so it also manages the flats. These have proven to be a disaster. The govt has neither the motivation, free hand, nor the skills to manage apartments.Then there are flats developed by public/private sector, then SOLD to owners who then take over the responsibility of managing the flats under Sectional Property Act. By and large such flats have been a success story. These flats are constructed, owned and managed under Sectional Property Act. Management will be in the hands of the owners.

Did they have over 40%of their city's population living in slums? What was the rate of unemployment? What was the social attitude of the people who moved into those houses? Entitlement? What were their terms of occupancy? Owners? Tenants? Who bore the costs arising from pulling down the houses in the US situation? Now build on those points and carry out a cross analysis with the Kenyan situation. Cut-and- paste solutions will not work. You need to exert your brain and find solutions that are relevant to the challenges you are facing. What's good for the US doesn't have to be good for Kenya.

You don't even want to try because it will remove the scales from your eyes and force you to come to terms with some unpleasant realities. The reality is that copy-and-paste method is not the way to go. It only applies to those who fear to exert their brains. What's good for the US don't have to be good for Kenya. Developing flats under Sectional Properties Act is well established in this country. There is absolutely nothing new in such developments. The only difference here is that the land was freely availed by the govt to drive down the costs. The other new development is that the mode of providing a mortgage has been heavily influenced by the govt to provide cheap and easily available long term credit. All that yapping about the US adds no value. Sectional Properties developments is already a well established practise in Kenya. Only that the lower end of the market was neglected by the private developers and govt is stepping in at policy and regulation level to change/influence it.

How much are they currently paying towards rent? They are not staying on trees! The thinking behind these projects is to enable ordinary Kenyans to channel the rents they currently pay towards owning houses they are staying in. It is an excellent objective. In addition to that the owners of such flats will now benefit from capital gains. It is potentially transformative for those who can see beyond their noses. And free govt land is limited. Therefore such projects will become scarce as time goes by. And early movers will have something to smile about.
