Electrocute diana isn't very good, it only gives you quick burst of dmg then you have to wait for it to recharge. Conqueror is more consistent output. Burst diana isn't popular rn because her scaling isn't great (50-60% ap scaling top) and she's not an ap assasin by design - her kit gives her no opportunity to escape, not only from a fight, she's got no escape options in general. But she also lacks the sustain to win prolonged fights. She's in a very weird position because of it - if enemy team is stronger she can't escape them but she also can't fight and win because she will be burst down. That's why jak'sho / conqueror build is so popular rn. It gives her survivability to dish out her (obviously lower than if she went full ap) dmg in a fight, get some attention off of her carries and act like a bruiser.
