Given how quickly the Hyderabad army collapsed, even based upon the evidence presented here, it clearly wasn't much of a threat. The same justification was used to force the accession of Junagadh in December 1947. More importantly, an estimated 50,000 people were massacred during the invasion of Hyderabad, with the death toll being so horrendous the Indian government suppressed its own investigation, the Sunderlal Report, for decades.

Those anti-Muslims riots happened in retaliation to centuries of loot and plunder carried out by the Nizams of Hyderabad followed by massacre of thousands of Hindus by the Razakars. Mallikarjun Kharge's family was burnt alive by Razakars.
